First and Second Chronicles were originally one book and most scholars believe that many writers contributed. The works were then consolidated by one editor to create the finished book. Jewish tradition names Ezra as the editor and that is commonly accepted.
Chronicles was probably written between 450 and 425 B.C. It covers the reign of David, wich extended from 1010-970 B.C.
If Ezra was compiling the books of Chronicles around 425 it is after the return of exiles for Babylon to Jerusalem, during the time they are re-building the wall and the temple. If we view the book against that background it becomes much easier to see that it is largely an encouragement to the people. Chronicles focuses on the historic glory of Israel and of the reign of David. Because of the sorry state they find themselves in it is a reminder that their national glory is tied to their relationship with God.

The context of the events in First Chronicles is the rise of Israel as a kingdom as David becomes king after Saul and consolidates the people into a united nation. We see most of the events of I Chronicles also recorded in II Samuel.

Chronicles shows us how God has kept his covenant promises with his people and how their sin has damaged the relationship they have with Him. It provides for us a reminder of the importance of seeking God's will and obeying his commandments.
